Abillity to restrict which users can make directly in node editor

When using CI/CD to deploy to node ideally all changes to systems and pipes should go through CI/CD and not manual edits in node. Possibly with admins as an exception.

For example could all with roll developer be allowed to make pipes and systems with their privat config group and name as prefix, but no default pipes and systems.

  We think it is unlikely that such a feature would be implemented. The config groups are mostly guardrails and not a first-class thing that we can tie permissions to. At least not in the short term.
