Ability to suppress specific pipeline configuration warnings

Configuration warnings show up on the pipeline list, but in some cases it may be more of a suggestion. In those cases the warning is misleading. One example is the sql sink "use_bulk_operations" attribute. It may suggest to set it to true, but if that is not possible, it will always flag it as a warning.

  We'll remove the warning if the "use_bulk_operations" property has been set to either true or false.
