Make the native rest pipe support tolerable error codes

Currently the native rest pipe cannot continue if it receive an error code. It would be great if it could have a set of tolerable error codes or direct errors to a dead letter dataset and continue on. 

There is a workaround using a microservice (https://github.com/sesam-community/rest-transform) but it would be nice to have it be native.

  We'll implement support for this once we introduce externalization of transforms. At that point we can merge the rest transform with the external microservice transform.
