Include UTF8-BOM option in CSV so files can be opened in Excel without conversion

CSV files from the CSV-endpoint can not be opened in Excel without first importing it, since Excel doesn't understand UTF-8 without BOM. I tried to use utf_8_sig as an encoding, but it seems like Sesam doesn't support this.
