Immediate logging "Start rescan"

Today if you press "Start rescan" you don't get a logg event before the rescan is finished.
There is no good way of seeing that a rescan is in progress and what the status of it is.

Similarly the processing status gets hard to interpret. What is the status for? rescan or incremental runs? This ties into better better progress status in general (I'll make seperat feature request for that.

  Rescans use the same logging logic as all full syncs. They only log pump runs if there were actually any changes. You can opt-out of the default behaviour by setting `log_events_noop_runs` and `log_events_noop_runs_changes_only`. Documentation here: https://docs.sesam.io/configuration-pump.html
