Auto upgrade or read-only toggle when a subscription exceed subscription data limitations

A customer has requested that we let them choose to automatically upgrade or set a subscription in read-only mode if it exceed the data limitations for a subscription type. 

This because some subscriptions you would expect to have to be upgraded eventually where others would be some error.

  That makes sense and it is a reasonable thing to do. We'll see what we can do.
